Women’s Empowerment is a community-based organization whose mission is to educate and empower women, who are homeless, with the skills and the confidence necessary to secure a job, create a healthy lifestyle and regain a home for themselves and their children. Women’s Empowerment is the most comprehensive job-readiness program in Sacramento exclusively designed to serve homeless women and their children. We are dedicated to ending homelessness through empowerment and employment.

Position Overview:

The Program Manager assures the quality and coordination of the interdisciplinary programs for Women’s Empowerment students, graduates and children. The Program Manager serves as part of the Leadership Team and coordinates with the Operations, Volunteers and Fund Development Departments. The Program Manager is responsible for the direct management of program staff.

In addition the Program Manager assures that all work is done in a cost-effective and service-oriented manner in accordance with budgets, appropriate procedures and organizational standards of excellence.


The successful candidate will posses:

Principle Activities and Responsibilities:

A.     Responsible for the development and management of interdisciplinary programs.

  1. Foster and support the mission of Women’s Empowerment and best practices in the development and management of programs.
  2. Collaborate with community partners and employers.
  3. Develop referral mechanisms with other service providers.
  4. Supervise the eligibility and determination process of applicants.
  5. Oversee the curriculum and delivery of supportive and employment services.
  6. Manage the implementation of Graduate Services.
  7. Ensure the coordination of medical, psychological and employability evaluations of clients.
  8. Ensure program goals, objectives and outcomes are met.
  9. Evaluate program impact and outcomes.
  10. Ensure the regular tracking of qualitative and quantitative client data
  11. Respond to client grievances and /or concerns from partner agencies.

B.      Responsible for the supervision, training and development of social work, employment and child development staff.

  1. Facilitate weekly interdisciplinary program team meetings to ensure cross-functional coordination of services.
  2. On a monthly basis meet individually with program staff to develop goals and objectives, evaluate achievements and discuss professional goals and development.
  3. Develop and foster with program staff an awareness of community resources and the importance of working collaboratively with other service providers while highlighting Women’s Empowerment’s unique services.
  4. Identify ongoing best practices and conduct trainings as needed.
  5. Model and mentor staff to develop their maximum potential.
  6. Conduct 90 day and annual performance appraisals
  7. Provide progressive disciplinary action for employee performance improvement, when necessary.
  8. Ensure timesheets are monitored and approved within each pay period. Provide appropriate response to requests for time-off, in accordance with program policy.


C.      Responsible for the development and management of the financial and contractual aspects of the program services.

  1. In collaboration with the Leadership Team determine successful program outcomes for funders and ensure accountability and integrity in achieving and reporting outcomes.
  2. In collaboration with Leadership Team construct program budget and ensure the provision of quality program services within established budgets.
  3. Provide all documentation to comply with contractual agreements.
  4. Complete monthly, quarterly and annual reports for funding sources and Board of Directors.
  5. Develop and maintain program manuals.
  6. Provide effective coordination between Women’s Empowerment and other service providers, employers and volunteers to ensure effective program functioning.

E.      Other duties as assigned

Physical requirements:

Lift up to 25 pounds. Stand, walk and sit frequently. Bend and stoop.

Nature of Supervision Received:

Daily activities are performed independently with guidance and direction from the Executive Director. Must be able to work independently toward attainment of programmatic, operational and organizational goals.

Duties may involve occasional evening and weekend work to meet programmatic and organizational needs.
